 中邮通建设咨询有限公司 （以下简称“招标代理”）受  中国邮政航空有限责任公司  （以下简称“招标人”）委托，就境外办事处税务代理服务项目项下的服务进行国内公开招标。现邀请合格的投标人前来投标。本项目采用电子化招投标，对投标人在“中国邮政电子采购与供应平台”上传的电子版投标文件进行审查。

China Post Communication Construction Consulting Co., Ltd. (hereinafter referred to as the "Tendering Agent"), entrusted by China Postal Airlines Co., Ltd. (hereinafter referred to as the "Tenderer"), is conducting a domestic open tender for the services under the Tax Agency Services Project for Overseas Offices. Eligible bidders are hereby invited to submit bids. This project adopts electronic bidding and tendering, and the electronic bid documents uploaded by bidders on the China Post Electronic Procurement and Supply Platform will be reviewed.

一、项目名称：境外办事处税务代理服务项目。

四、招标内容：本项目按境外办事处税务代理服务所属地域划分为2个包件，包1为大阪办事处税务代理服务，包2为首尔办事处税务代理服务。具体采购内容如下：

4. Tendering Content：This project is divided into 2 bid packages according to the regions where the tax agency services for overseas offices are located. Bid Package 1 is for the tax agency services of the Osaka Office, and Bid Package 2 is for the tax agency services of the Seoul Office. The specific procurement content is as follows:

注：（1）投标人须以“包”为单位参加本项目的投标，并以“包”为单位提供投标文件。（2）本项目/包设置最高投标限价，投标人报价如高于最高投标限价，其投标将被否决。（3）本项目实际采购数量以招标人订单数量为准，不承诺最低订单数量。

Notes:

(1) Bidders shall participate in the tender for this project on a per bid package basis and submit bid documents on a per bid package basis.

(2) A maximum bid price is set for this project/bid package. Bids with prices higher than the maximum bid price shall be rejected.

(3) The actual procurement quantity of this project shall be subject to the order quantity of the Tenderer, and no minimum order quantity is guaranteed.

五、投标人资格条件（Bidder Qualification Requirements）：

包1供应商资格条件（Qualification Requirements for Bidders of Bid Package 1）：

（一）投标人须为日本合法注册的会计师事务所或税理士事务所，具备当地政府承认合法有效的资质文件（提供相关资质复印件）；

(1) The bidder must be an accounting firm or tax accountant firm legally registered in Japan, with valid qualification documents recognized by the local government (provide a copy of relevant qualifications).

（二）投标人没有被责令停业，财产被接管、冻结，破产的情况，目前未处于暂停营业（提供承诺）；

(2) The bidder has not been ordered to suspend business, nor has its assets been taken over, frozen or declared bankrupt, and is not currently under business suspension (provide a commitment letter).

（三）投标人近三年内无重大税务违规记录或行业处罚，无未决法律诉讼或重大客户纠纷（提供承诺）；

(3) The bidder has no major tax violation records or industry penalties in the past three years, and no pending legal litigation or major customer disputes (provide a commitment letter).

（四）投标人具有至少3年（含）以上服务中资企业驻日机构或中日跨境业务税务代理经验，须精通中日税收协定、转让定价规则及日本消费税合规要求，熟悉日本税务稽查重点及常见合规问题（提供承诺）；

(4) The bidder has at least 3 years (inclusive) of experience in providing tax agency services for Chinese-funded institutions in Japan or China-Japan cross-border business, and must be proficient in the China-Japan tax treaty, transfer pricing rules and Japanese consumption tax compliance requirements, and familiar with the key points of Japanese tax audit and common compliance issues (provide a commitment letter).

（五）投标人专属服务团队须具备3年以上日本本地税务服务经验（提供承诺）；

(5) The bidder's dedicated service team must have more than 3 years of local tax service experience in Japan (provide a commitment letter).

（六）被做爱影片 或中国邮政速递物流股份有限公司或中国邮政航空有限责任公司列入黑名单且在规定期限及范围内的投标人，均无资格参加本项目的采购活动；

(6) Bidders included in the blacklist by China Post Group Corporation, China Post Express Logistics Co., Ltd. or China Postal Airlines Co., Ltd. within the specified time limit and scope are ineligible to participate in the procurement of this project.

（七）与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导人员及其亲属和其他特定关系人、邮政员工持股（限非上市公司），以个人身份（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工会或员工集体出资成立的企业；

(7) Without investment relations with China Post, enterprises under the following circumstances are not allowed to participate in the procurement: enterprises where leading personnel of China Post and their relatives and other specific related persons, as well as employees of China Post holding shares (limited to unlisted companies), serve as legal persons, chairpersons, general managers or supervisors in their personal capacity (except for appointment by the organization), and enterprises established with capital contributions from trade unions or employee collectives affiliated to China Post.

（八）递交投标文件的设备须为投标人自主可控的电脑终端设备，不得与其他潜在投标人使用同一台电脑设备递交投标文件。如开标/评审后发现不同投标人上传投标文件的网卡信息/MAC地址、CPU信息/CPUID信息同时完全一致的，对本项目该投标人投标的标包/标段予以否决；

(8) The equipment for submitting bid documents must be a computer terminal device independently controlled by the bidder, and the same computer device shall not be used with other potential bidders to submit bid documents. If it is found after bid opening/evaluation that the network card information/MAC address and CPU information/CPUID information for uploading bid documents by different bidders are completely consistent at the same time, the bid of the bidder for the bid package/section of this project shall be rejected.

（九）投标人的法定代表人或负责人为同一人或者存在控股、管理关系的不同投标人，不得参加同一分包或者未划分包的同一招标项目投标；

(9) Different bidders with the same legal representative or person in charge, or with holding or management relations, shall not participate in the bidding for the same sub-package or the same tender project without sub-packages.

（十）本项目不接受联合体投标；

(10) Consortium bidding is not accepted for this project.

（十一）本项目不允许分包、转包；

(11) Subcontracting and transfer of the project are not allowed for this project.

（十二）投标人必须按照本项目招标公告的要求获取本项目招标文件，否则无资格参加本项目。

(12) The bidder must obtain the tender documents of this project in accordance with the requirements of the tender announcement of this project, otherwise it shall be ineligible to participate in this project.

包2供应商资格条件（Qualification Requirements for Bidders of Bid Package 2）：

（一）投标人须为在韩国合法注册的会计师事务所或税务士事务所，具备当地政府承认合法有效的资质文件（提供相关资质复印件）；

(1) The bidder must be an accounting firm or tax accountant firm legally registered in South Korea, with valid qualification documents recognized by the local government (provide a copy of relevant qualifications).

（二）投标人没有被责令停业，财产被接管、冻结，破产的情况，目前未处于暂停营业（提供承诺）；

(2) The bidder has not been ordered to suspend business, nor has its assets been taken over, frozen or declared bankrupt, and is not currently under business suspension (provide a commitment letter).

(4) The bidder has at least 3 years (inclusive) of experience in providing tax agency services for Chinese-funded institutions in South Korea or China-South Korea cross-border business, and must be familiar with the key points of South Korean tax audit and common compliance issues (provide a commitment letter).

（五）投标人专属服务团队须具备3年以上韩国本地税务服务经验（提供承诺）；

(5) The bidder's dedicated service team must have more than 3 years of local tax service experience in South Korea (provide a commitment letter).

（六）被做爱影片 或中国邮政速递物流股份有限公司或中国邮政航空有限责任公司列入黑名单且在规定期限及范围内的投标人，均无资格参加本项目的采购活动；

(6) Bidders included in the blacklist by China Post Group Corporation, China Post Express Logistics Co., Ltd. or China Postal Airlines Co., Ltd. within the specified time limit and scope are ineligible to participate in the procurement of this project.

（七）与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导人员及其亲属和其他特定关系人、邮政员工持股（限非上市公司），以个人身份（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工会或员工集体出资成立的企业；

（九）投标人的法定代表人或负责人为同一人或者存在控股、管理关系的不同投标人，不得参加同一分包或者未划分包的同一招标项目投标；

(9) Different bidders with the same legal representative or person in charge, or with holding or management relations, shall not participate in the bidding for the same sub-package or the same tender project without sub-packages.

（十）本项目不接受联合体投标；

(10) Consortium bidding is not accepted for this project.

（十一）本项目不允许分包、转包；

(11) Subcontracting and transfer of the project are not allowed for this project.

（十二）投标人必须按照本项目招标公告的要求获取本项目招标文件，否则无资格参加本项目。

(12) The bidder must obtain the tender documents of this project in accordance with the requirements of the tender announcement of this project, otherwise it shall be ineligible to participate in this project.

注：本项目将进行资格后审，投标人须按照“第五章 投标文件格式”的要求提供上述资格要求的有效证明材料，否则，其投标将被否决。

Note: Qualification review will be conducted after bidding for this project. Bidders must provide valid supporting materials meeting the above qualification requirements in accordance with the requirements of Chapter 5 Bid Document Format, otherwise their bids shall be rejected.

六、样品的要求：本项目不涉及。

七、招标文件的获取方式（Obtaining of Tendering Documents）：

（一）办理CA证书（Apply for a CA Certificate）

登录“中国邮政电子采购与供应平台”（网址：//cg.11185.cn）办理CA证书等。

（二）获取招标文件（Obtain Tendering Documents）

1、获取文件流程：进入平台—注册并办理CA—（审批通过）—选择参加投标的项目—购买招标文件—填写并上传订单信息（支付凭证）—（审批通过）—下载招标文件。

八、投标文件的递交（Submission of Bid Documents）：

（一）线上电子版投标文件递交要求（Requirements for Submission of Online Electronic Bid Documents）：

投标人应在截止时间2026年4月9日上午09:30:00（北京时间）前，通过《中国邮政投标管家》工具结合CA证书，进行线上电子版投标文件的编制，并将加密后的线上电子版投标文件递交至“中国邮政电子采购与供应平台”。本项目采用集中解密方式，投标人应在截止时间前使用CA证书登录《中国邮政投标管家》，到开标时间后，开标人员点击【批量集中解密】按钮，系统自动解密各投标人投标文件，无需投标人自行【手动解密】等操作。

Bidders shall, before the deadline of 09:30 on April 9, 2026 (Beijing Time), compile the online electronic bid documents with the CA certificate through the China Post Bidding Manager tool, and submit the encrypted online electronic bid documents to the China Post Electronic Procurement and Supply Platform. This project adopts the centralized decryption method. Bidders shall log in to the China Post Bidding Manager with the CA certificate before the deadline. After the bid opening time, the bid opening personnel will click the [Batch Centralized Decryption] button, and the system will automatically decrypt the bid documents of each bidder, without the need for bidders to perform [manual decryption] and other operations by themselves.

（二）纸质版投标文件递交时间及地点：投标人须于2026年4月9日上午09:30:00（北京时间）前将纸质版投标文件递交至：北京市海淀区什坊院6号北京京都信苑饭店10层开标室二。

(2) Time and Place for Submission of Paper Bid Documents

Bidders shall submit the paper bid documents to Bid Opening Room 2, 10/F, Beijing King Wing Hotel, No.6 Shifangyuan, Haidian District, Beijing before 09:30 on April 9, 2026 (Beijing Time).

（三）线上电子版投标文件与纸质版投标文件内容须相同。招标文件中要求的盖章、签字，在制作线上电子版投标文件时可以是有效的电子签章、电子签名，也可以是加盖公章、签字的纸质版扫描件。（电子签章后，文档不应再修改，否则电子签章、签字无效；如需修改，请修改后重新电子签章、签字）。

注：（1）线上电子版投标文件指：按招标文件要求通过《中国邮政投标管家》工具编制、加密、上传至“中国邮政电子采购与供应平台”（网址：//cg.11185.cn）的电子版投标文件。（2）纸质版投标文件指：纸质版投标文件应为线上电子版投标文件的打印版或加盖公章、签字的纸质版。（正本投标文件需加盖公章（鲜章））（3）纸质版投标文件应与线上电子版投标文件保持一致，如不一致以线上电子版投标文件为准。（4）选择以邮寄方式递交纸质版投标文件的，投标人需负责与联系人确认投标文件已被接收。

(3) Consistency Requirement

The content of the online electronic bid documents shall be consistent with that of the paper bid documents. For the seal and signature required in the tendering documents, the valid electronic seal and electronic signature, or the scanned copy of the paper version with official seal and signature may be used when making the online electronic bid documents. (After electronic sealing, the document shall not be modified, otherwise the electronic seal and signature shall be invalid; if modification is needed, re-electronic seal and signature shall be made after modification.)

Notes:

(1) Online electronic bid documents refer to the electronic bid documents compiled, encrypted and uploaded to the China Post Electronic Procurement and Supply Platform (URL: //cg.11185.cn) in accordance with the requirements of the tendering documents through the China Post Bidding Manager tool.

(2) Paper bid documents refer to the printed version of the online electronic bid documents or the paper version with official seal and signature. (The original bid documents shall be affixed with the official seal (original seal).)

(3) The paper bid documents shall be consistent with the online electronic bid documents; in case of inconsistency, the online electronic bid documents shall prevail.

(4) For bidders who choose to submit paper bid documents by mail, they shall be responsible for confirming with the contact person that the bid documents have been received.

九、开标（Bid Opening）：

（一）开标形式：本项目采用在“中国邮政电子采购与供应平台”（网址：//cg.11185.cn）线上解密开标，递交投标文件的设备需为投标人自主可控的电脑终端设备，不得与其他投标人使用同一台电脑递交投标文件。

(1) Form of Bid Opening

This project adopts online decryption and bid opening on the China Post Electronic Procurement and Supply Platform (URL: //cg.11185.cn). The equipment for submitting bid documents shall be a computer terminal device independently controlled by the bidder, and the same computer shall not be used with other bidders to submit bid documents.

（二）开标时间：2026年4月9日上午09:30:00（北京时间）。

(2) Bid Opening Time

09:30 on April 9, 2026 (Beijing Time)

（三）开标地点：本项目不设现场开标环节，以腾讯会议方式进行线上开标。

(3) Bid Opening Place

No on-site bid opening session is set for this project; the online bid opening will be held via Tencent Meeting.

（四）查看、确认开标结果：投标人须登录《中国邮政投标管家》进行开标结果的查看。并使用《中国邮政投标管家》工具结合CA证书进行开标结果的确认及签章。

(4) Check and Confirm Bid Opening Results

Bidders must log in to the China Post Bidding Manager to check the bid opening results, and use the China Post Bidding Manager tool combined with the CA certificate to confirm and affix the seal to the bid opening results.
